The Soldier of Love and Beauty and The Soldier of Wars. Rei and Minako seem to be the most intriguing couple in PGSM, I think they have a very beautiful relationship. It is most obvious that they love each other not only as best friends and soldiers but there's a strong possibility for love to be there as well. Minako claims Rei could be the leader, which I think she witnesses a quality in Rei that could be brought forth. Minako sets Rei up as Mars Reiko in which she says it's Rei's punishmen and she may be lacking something as the leader.

Though when Rei completes the task with the help of Usagi, she says 'Maybe you found what you were lacking.' When Minako considers quitting her singing career, Rei doesn't want her to go through with it.

Because of Minako's illness, she might want to entrust the leadership to Rei which is possibly she wanted Rei to awaken as Mars. Rei wants Minako to go through with the operation even if the chances are close to zero.

In the end of Act 47, we see Rei break down after she recives the news from Artemis that Minako hadn't survived the operation. After she released her sadness and rage on a youma, Mars stands in front of Jupiter, Mercury and Moon, and sobs before collapsing onto the ground shrieked Minako's name.

I think Rei and Minako make a beautiful couple, they obviously care for each other as friends, soldiers and possibly as a couple. Though there's obvious motions toward their romance, the feelings for each other leave an open possiblity towards their relationship.
